2.2.1 Introduction

Some people who are blind or have low vision use a keyboard instead of a mouse because the fixed layout of keys can be learned, allowing them to navigate the website without having to see the location of the mouse-pointer on screen. Others can use neither the keyboards nor the pointing devices and must interact with a website by voice alone.

Today, web developers need to create websites and web content for people who cannot use the ubiquitous mouse to point and click, or touch a screen to choose an application, or type on a keyboard to type in instructions. Users must be able to access and navigate websites with any available input or control method not only a keyboard and mouse.
